That the Parliament deplores the reported fall in workplace checks over the last three years by the Health and Safety Executive in Scotland; understands that, despite significant numbers of fatal injuries in the agriculture, construction and service industries, checks have fallen in all three sectors; understands that the overall number of inspections in Scotland fell from 3,579 in 2010-11 to 2,787 in 2012-13; calls for greater numbers of checks to be carried out across the full range of workplaces, and believes that what it considers this shocking disregard for workers' safety shows that powers over health and safety duties should be brought under the jurisdiction of the Scottish Parliament in order to protect all workers in Scotland from the threat of injury or death at their places of employment.
